Original French "Avec l'emergence d'un laicat chretien responsable, surtout depuis quelques decennies, des formes nouvelles d'associations de laics oeuvrent non seulement pour assurer la protection des enfants, mais encore pour eveiller ceux-ci a un role actif dans l'Eglise et dans le monde.

L'Eglise reconnait et encourage des organisations catholiques internationales, telles que le Bureau International Catholique de l'Enfance, le Mouvement international d'apostolat des enfants, l'Oeuvre Pontificale de la Sainte Enfance, dans l'action qu'elles menent en ce sens dans tous les continents. Ces associations ont pris fait et cause pour la Convention des Nations Unies sur les droits des Enfants. Elles y voient officialisees, au niveau intergouvernemental, la plupart des finalites qu'elles poursuivent. A l'instar du Saint-Siege, elles se sont declarees partenaires actifs dans la campagne d'adhesion par les gouvernements du monde a la Convention et au programme d'action qui l'a suivie.

Tous les articles de la Convention les motivent a cet egard. Mais on ne s'etonnera pas que, s'agissant d'associations catholiques, elles soient particulierement sensibles aux articles qui appellent au respect du droit des enfants a la liberte de pensee, de conscience et de religion (Art. 14-1), a la liberte de manifester sa religion ou ses convictions (Art. 14-3), y compris dans les Etats ou existent des minorites religieuses (Art. 30). De meme se sentent-elles particulierement en harmonie avec les articles 23, 27 et 32 qui, evoquant la situation particuliere d'enfants handicapes ou menaces soit par un niveau de vie insuffisant soit par des risques d'exploitation, revendiquent le droit de ces enfants a leur "epanouissement personnel, y compris dans le domaine culturel et spirituel, moral ou social".

English Translation

"With the emergence of a responsible Christian laity, especially in recent decades, new forms of lay associations have developed which not only assure the protection of children, but also encourage them to play an active role in the Church and the world. The Church recognizes and supports these International Catholic Organizations such as the International Catholic Bureau for Children, the International Movement for the Care of Children and the Pontifical Work of the Holy Child for their efforts worldwide. These organizations solidly support the United Nations Convention on the Rights of Children as it has succeeded in setting forth the majority of their objectives at the intergovernmental level. Like the Holy See, they have declared themselves active partners in the campaign to obtain worldwide governmental ratification of the Convention.

All the articles in the Convention have met with their approval, especially those particularly sensitive to respecting the right of children to freedom of thought, conscience and religion (Art. 14-1), and to practice one's religion and faith (Art. 14-3), even in those States where religious minorities exist (Art. 30). They also are in complete concord with articles 23, 27 and 32, which address the situation of handicapped children and/or those deprived of a sufficient standard of living due to exploitation or other cause, and which demand the right of these children to their "personal development in both the cultural and spiritual domain", and to "their physical, mental, spiritual, moral and social development".
